Make sure water is hooked up (and turned on), the high pressure hose/wand are connected, and you've selected an appropriate tip for the end of the wand before attempting to start the pressure washer. While starting the pressure washer, hold the trigger down on the wand (pointed somewhere safe) to relieve pressure from the system and allow for easier startup. While the pressure washer is running, make sure not to let off of the trigger for more than 30 seconds at a time (the pump is water cooled and will begin to overheat if left running without fresh water flowing through it).
